Russia has submitted a draft resolution for Boeing crash investigation with UN Security Council in opposition to the draft resolution already submitted by Australia.

Oleg Zelenin for ITAR-TASS/. The UN Security Council held a closed-doors meeting seeking to draft a mutually acceptable resolution on the crash of the Malaysia Airlines Boeing-777 passenger airliner in east Ukraine. Russia and Australia moved in their draft resolutions on the issue.

Before the meeting Russia’s Ambassador to the United Nations Vitaly Churkin told reporters why the text of draft resolution which Australia had developed did not suit Russian delegation. “We are concerned that it does not give a quite clear idea of the need for an unbiased international investigation,” he said.

Earlier, the Russian diplomat told journalists that Russia has submitted with the UN Security Council its own draft resolution regarding an impartial inquiry into the Malaysia Airlines’ Boeing crash in Ukraine under the auspices of the International Civil Aviation Organization (ICAO).

In reply to a question whether the Russian side has submitted its own draft document in opposition to the already submitted Australian project, he stated: “Yes, we have done it”. “Just to show what it is all about. The difference is that in our draft resolution, it is totally clear that this would be an impartial international investigation under the leadership of ICAO,” Churkin noted.

The Russian diplomat stressed that the main aim of the resolution should be an “impartial international investigation”.

“This is the only difference. This is the key point,” the Russian ambassador said. He recalled that, when the USA downed an Iranian civil plane in 1988, the UN Security Council adopted the resolution No.616, which pointed to the need of an investigation led by ICAO. “This is what we want,” Churkin emphasized.

The Australian draft resolution

According to French Ambassador to the UN Gerard Araud, the Australian draft resolution touches upon the issue of “access to the crash site” of the Malaysian Boeing.

The Australian document support efforts to carry out “a thorough and independent investigation of the incident in accordance with the ruling principles of the international civil aviation”. The document demands that militias in eastern Ukraine “abstain from any acts” that may hamper the intactness of evidence, as well as “immediately provide a safe, complete and unhindered access” for the investigators to the crash site.

The Australian draft resolution affirms that the airliner had been downed and demands to bring those guilty to justice. Another key point is the call to all states and forces in the region to refrain from aggression towards civil planes.
